Heathcote in 1790 stepped into the county seat coveted in vain by his father and spurned by his late brother Sir Gilbert Heathcote. He was the choice of the 9th Earl of Exeter who, in conjunction with the Earl of Gainsborough, held sway over Rutland. He could be expected to support administration, but made no mark at Westminster.
